DIANE HERBAL, DIANE HURTFUL, 1528, AMBER, WHEN LOOP IN KYLE MAYOR AND COUNCIL, I'M CALLING I'M HERE TODAY TO SPEAK IN FAVOR OF ITEMS, NUMBER 21 AND 22 IN REGARDS TO THE RATE STABILIZATION AGREEMENT AND THE AGREEMENT BETWEEN TEXAS WATER UTILITIES AND THE CITY OF KYLE, UH, THE STABILIZATION AGREEMENT IS, UM, EVERYTHING THEY, UM, WELL, IT'S NOT EVERYTHING WE'RE IN AGREEABLE AGREEMENT WITH IT.

AND, UM, WE APPRECIATE ALL THE HARD WORK WITH THE CITY MANAGER IN THE CITY ATTORNEY AND ALL OF YOU FOR YOUR SUPPORT.

AND THEN I WANT TO GO A STEP FURTHER.

THERE'S TWO THINGS I'D LIKE TO MAKE A COMPLAINT.

UM, ONE OF WHICH IS THE BUSINESS THAT IS COMING IN THE STRIP CENTER THAT IS COMING IN ON AMBERWOOD NORTH.

UM, UH, IT SEEMS TO HAVE ACCUMULATED SOME TRASH, BUT THEY DON'T HAVE A TRASH RECEPTACLE, I GUESS, BECAUSE IT'S IN THE BUILDING STAGES.

BUT IF SOMEBODY COULD, UM, YOU KNOW, TALK TO THEM ABOUT CLEANING UP THEIR TRASH BECAUSE IT'S BLOWN INTO THE NEIGHBORHOOD INTO THAT, UM, MAKING, UM, FIELD ACROSS THE WAY.

AND THEN SECONDLY, UM, AMBER WAYNE HAS SOME NATURAL SPEED BUMPS THROUGHOUT THE NEIGHBORHOOD, SOME DIPS SUMMARIZING MANHOLES.

AND SO I WOULD APPRECIATE IF HARPER WOULD COME OUT, UH, THERE'S A COUPLE, ESPECIALLY WITH THE EMERGENCY VEHICLES COMING THROUGH THE NEIGHBORHOOD, UH, SEEMS, UM, RECENTLY THERE'S MORE SO THAN NOT.

UM, THERE'S A COUPLE OF VALLEYS THAT THEY SCRAPE.

I KNOW ONE IN PARTICULARLY BECAUSE IT'S RIGHT IN FRONT OF MY HOUSE, BUT, UM, ANYWAY, IF HE COULD JUST RIDE THROUGH AMBERWOOD OR ONE OF THE GUYS COULD RIDE THROUGH AND JUST SEE WHAT MIGHT NEED TO BE FIXED OR, UH, NECESSARY TO MAKE SURE THAT THOSE VEHICLES DON'T SCRAPE THE BOTTOMS OF THEIR CARS.

I SAT NEXT TO A WONDERFUL STATESMAN FOR THE CITY OF KYLE AND WONDERFUL FRIEND.

HE THOUGHT OF THE CITY OF KYLE FIRST AND FOREMOST, HE DID EVERYTHING HE COULD TO MAKE THE RESIDENTS OF THE CITY OF KYLE HAVE A HAPPIER AND MORE PRODUCTIVE HOME.

HE WAS PART OF THE

FIRST INITIAL STEPS TO GET THE DOWNTOWN REVITALIZED AND BEAUTIFIED.

HE TRIED TO MAKE SURE WE WERE A GREENER SPACE, UM, BUT MOST IMPORTANT HE LISTENED IF A CITIZEN HAD A COMM, UH, YOU KNOW, A COMPLAINT OR A CONCERN WITHIN THE CITY, HE MADE TIME FOR THEM.

AND NOT ONLY DID HE HAVE THEM VOICE THEIR, UM, ISSUES, BUT HE LISTENED TO THEM.

HE WASN'T JUST A SOUNDING BOARD FOR THEM AND OKAY, THANK YOU FOR COMING IN.

AND, UH, BUT HE ACTUALLY LISTENED, UH, ONE SUCH INCIDENTS OF THIS IS, UH, IN REGARDS TO THE DOWNTOWN AREA.

HE SENT OUT MAILERS TO CITIZENS OF THE DOWNTOWN AREA TO COME AND MEET HIM AT MILT'S ONE SATURDAY MORNING, AND MILT'S WASN'T EVEN OPEN.

THEY WERE, THEY ALLOWED HIM TO USE THE PATIO THAT MORNING AND RESIDENTS SHOWED AND HE SAT DOWN AND HE TALKED WITH THEM AND HE LISTENED TO THEM AND LISTEN TO THEIR ISSUES ABOUT DOWNTOWN AND FROM THERE ON THAT'S, HOW HE PROGRESSED WITH HOW TO WORK AND HELP REVITALIZE DOWNTOWN WHEN THE CITY OR WHEN THE NATION WAS IN THE THROWS OF A MASSIVE RACIAL CHAOS.

HE STEPPED UP AND BROUGHT THE CITIZENS OF THIS CITY TOGETHER TO SAY, HEY, LET'S TALK ABOUT THIS AND SEE IF WE CAN KEEP WHAT'S HAPPENING IN OTHER CITIES FROM HAPPENING HERE.

AND THAT HAS PROGRESSED SINCE, AND HE HAS KEPT THAT UP.

HE JUST, HIS ABILITY TO LISTEN IS JUST AMAZING TO ME AND I THANK HIM FOR IT.

AND I JUST THANK HIM FOR BEING A GREAT FRIEND.

HE'S CONTINUED THE DREAMS OF ADELE HEARSE, THE FOUNDER OF CALVES TO OPEN COMMUNICATIONS BETWEEN THE CITY AND CAZ AND TOGETHER, UH, WE'RE WORKING DILIGENTLY TOWARDS GETTING THEM A NEW FACILITY OF THEIR OWN.

AND LARRY'S PASSION IS REALLY, REALLY LED TO THE EFFORTS TOWARDS THAT.

UH, THEY'RE STILL WORKING ON THE BULLS-EYE PLANT.

UH, THEY'VE INSTALLED THE DIGESTERS AND, UH, THERE'S STILL SOME REPAIRS THAT WE NEED TO MAKE ON THAT.

NUMBER TWO, UH, THEY'RE WORKING ON A DE-WATERING FACILITY.

THEY'RE ADDING THE MASONRY WALLS ARE UNDER CONSTRUCTION AND IT SHOULD BE COMPLETE BY AUGUST OF 2022.

THERE'S AN OVERALL VIEW OF THE PLANET AS IT STANDS, UH, AS OF AUGUST 2ND THAT'S TODAY.

UH, THEY DID GET DELAYED ON THE STORM SEWER INSTALLATIONS AS, UH, WASN'T SOMETHING WE EXPECTED.

THEY'RE STILL WORKING ON THAT.

UH, THEY WILL PLAN TO START THE SLED STREET RECONSTRUCTION NEXT WEEK.

I DID, WE DID OUR PUSHING THE CONTRACTOR TO WRAP IT UP.

ONE IS WE HAVE A CONTRACTOR CALLED .

THEY'RE DOING THE UNDERGROUND INSTALLATION FOR THE CABLES THAT ARE NEED TO GO AND UNDERGROUND.

WE ALSO HAVE THE PEC CONTRACTORS OUT THERE.

THEY'RE A COMPETING PLACEMENT OF THE NEW POLES ARE ALL MAINLY ON MORE AND NAT STREETS.

UH, THEY'RE PLACING THE NEW OVERHEAD LINES ARE ABOUT 98% COMPLETE, AND THEY'VE COMPLETED THE RECONNECTION SERVICES TO THE HOMES.

AND THERE'S A COUPLE OF SERVICES TO THE BUSINESSES THAT ARE STILL PENDING.

WE HAD SOME PROBLEMS WITH MATERIALS AND TRYING TO FIND ELECTRICAL CONTRACTOR TO, TO WRAP IT UP.

UH, WE'RE PLANNING TO SWITCH ALL THE OVERHEAD, UH, ON AUGUST 11TH, 2022.

THAT'S OUR PLAN.

AND THEN WE'LL BE REMOVING THE EXISTING LINES AND EQUIPMENT THAT THEY'RE ONLY ABOUT 10% COMPLETE.

SO THEY'RE OUT OF SIGHT FROM THE AREAS THAT ARE HIGHLIGHTED HERE, HOPE POST ROAD, WE'RE STILL WORKING ON THE NORTH END.

UH, WE FINISHED THE DRIVEWAY ON THE NORTH, UH, ENTRANCE TO LAUREN CONCRETE, AND WE'RE STARTING TO EXCAVATE THERE ON THE SOUTHERN DRIVEWAY.

THAT ALARM IN CONCRETE, WHAT YOU SEE HERE IS THE LAST OF ROAD THAT'S BEING EXCAVATED.

SO WE'RE, WE'RE IN THE DOWN STRETCH.

NOW WE'RE JUST GETTING READY TO WRAP THIS PROJECT UP, BUT THIS IS A REMAINDER OF THE ROAD THAT NEEDS TO BE EXCAVATED AND WHERE WE'RE GOING TO PUT A NEW BASE AND YOU ASPHALT BACK IN WELL I'M CREEK ELEVATED STORAGE TANK.

UH, WE'RE DONE JUST NEED SOME MINOR WORK AND CLEAN UP ON THE PROJECT, INDIAN PAINTBRUSH LIFT STATION.

WE'RE JUST BARELY STARTING ON THAT PROJECT.

WHAT YOU SEE THERE AS THEY COMPLETED THE EXCAVATION FOR THE WET WALL, THAT GOES TO THAT NEW LIFT STATION METRIC INTERCEPT OR LIFT STATION DECOMMISSIONING.

WE'RE JUST ABOUT THROUGH WITH THAT PROJECT TOO.

UM, THE STRUCTURES YOU GO ON THERE, BUT WE WERE STILL WAITING ON SOME ELECTRICAL WORK ON THAT PARTICULAR PROJECT.

UH, BOTH BOTH OF THOSE STATIONS ARE OUT OF, OUT OF SERVICE AND WE'RE USING THE NEW SEWER LINE, MICRO SURFACE, UH, SOME GOOD AERIAL VIEW OF WHAT WAS HAPPENING OF LAST WEEK OR SO ALL STREETS HAVE BEEN RESURFACED.

AND NOW WE'RE JUST WAITING FOR THE STRIPING.

WE TRY TO GET A DEADLINE FROM THE CONTRACTOR AND THE STRIPING, AND WE'RE STILL WAITING FOR A RESPONSE FROM THEM.

WE THINK IT'S ABOUT TWO WEEKS.

UM, MY FEAR WOULD BE THAT A RESIDENT HAS THEIR WATER SHUT OFF DUE TO NONPAYMENT OF THE WASTEWATER AND THEN THE WATER'S SHUT OFF.

THEN THEY PAY THE WASTEWATER AND WE NEED TO MAKE SURE THAT THE CITY IS TIMELY, UH, AT LEAST INFORMING MONARCH.

IF IT CHOSE TO FUND THOSE PROJECTS AT THIS TIME, PARTIALLY, IS THERE A SPECIFIC AMOUNT THAT YOU HAVE IN MIND THAT IS GOING TO BE USED FROM THE GENERAL FUND TO FUND THIS PROJECT AND THEN GET REIMBURSED? SO THE REIMBURSEMENT RESOLUTION ITSELF HAS FOR THE $8 MILLION THAT'S CONTEMPLATED FOR THE PROJECT.

SO THAT WOULD BE THE MAXIMUM AMOUNT THAT WOULD MOVE FORWARD, BUT THAT DOESN'T OBLIGATE THE CITY.

THERE ARE CERTAIN SOFT COSTS THAT THE DEVELOPER WOULD BE WILLING TO FRONT, UM, INITIALLY TO KIND OF BRIDGE THE GAP IN TIME TO KEEP THE PROJECTS MOVING FORWARD.

YEAH.

THERE'S JUST LIKE A 12 TO 18 MONTH GAP BETWEEN WHEN YOU PAY FOR THE DESIGN AND WHEN YOU PAY FOR THE CONSTRUCTION OF THE BONDS.

AND SO IF WE SAY THAT WE'RE GOING TO ONLY DO IT WITH BOND ISSUANCE, THEN WE WOULD HAVE TO BE ISSUING THE BOND NOW, WHICH IS NOT AS EFFICIENT AS IF WE WAIT, UH, AND DO IT LATER.

SO THAT'S WHERE THE REIMBURSEMENT AGREEMENT.

SO, UH, I, I, AGAIN, I DON'T KNOW HOW THE YEARLY REVIEWS GO FOR EACH EMPLOYEE, BUT I THINK WE'RE ON THE RIGHT TRACK AS FAR AS REEVALUATING.

I LIKE THE SURVEY IDEA A LITTLE BETTER THAN FOCUSING ON THE, THE CORE VALUES.

UM, THE REASON FOR MY CONCERN ON THE CORE VALUES IS THAT I THINK WE ARE IN A STATE OF FLUX IN PARTICULAR WITH THE CITY MANAGER.

WHO'S THE ONE, YOU KNOW, UH, UH, OUR CURRENT CITY MANAGER, OR I'M SORRY, NOT OUR INTERIM, BUT MR. SELLERS IS THE ONE WHEN HE FIRST CAME HERE THAT PUT A LOT OF TIME AND EFFORT INTO DEVELOPING THOSE CORE VALUES.

AND IF IT IS THE CASE THAT WE ARE GOING TO MAKE A TRANSITION, YOU KNOW, AS THAT TRANSITION HAPPENS, WE WOULD WANT TO LOOK AT BRINGING THAT PERSON IN TO HAVE A LOOK AT THE CORE VALUE.

SO I'M TRYING TO BE CAREFUL HOW I SPEAK ON IT, BUT SO THERE'S SOME CONCERN ABOUT TRYING TO DO THAT NOW AND THEN, AND THEN, UH, MAKE MOVE, BUT THEN, BUT THE SURVEY PART, WHAT DO YOU THINK ABOUT THE CORE VALUES AND ALLOW FOR FEEDBACK ON THEM IS AT LEAST A FIRST STEP, MAYBE THAT'S KIND OF WHAT YOU'RE TRYING TO SAY IN TERMS OF THE, WE ARE IN A STATE OF FLUX.

IT'S MY UNDERSTANDING OUR CURRENT INTERIM PLANNING DIRECTOR IS ON THE PATH TO OBTAIN THAT POSITION PERMANENTLY.

SO I WILL NOT INCLUDE THAT POSITION IN OUR INTERIM POSITIONS THAT NEED FULFILLING.

UM, WE NEED TO BE, I'M SORRY.

WE NEED TO BE REAL CAREFUL ABOUT PERSONNEL.

WHAT WE'RE SAYING AS FAR AS PERSONNEL ISSUES.

UM, THESE UNFULFILLED POSITIONS ARE A THIRD OF OUR, OF THE CITY'S LEADERSHIP.

AND I HAVE NOT SEEN ANY JOB POSTING ON THE CITY'S WEBSITE FOR EITHER A LIBRARY DIRECTOR OR ECONOMIC DEVELOPMENT DIRECTOR.

AND IN THIS, ALSO IN THIS CASE, A PLANNING DIRECTOR REALIZING THIS, I DECIDED TO PLACE THIS ISSUE ON THE AGENDA TO HEAR THE CITY'S PLAN, TO FILL THESE POSITIONS.

UM, I'D LIKE TO MR. HENDRICKS, TO RESPOND TO THAT, KEEPING IN MIND THAT YOU'RE DISCUSSING PERSONNEL ISSUES.

UH, AND SO YOU'RE NOT REQUIRED TO DISCLOSE ALL OF YOUR PLANS FOR HOW THOSE POSITIONS WILL BE RE SURE.

IN GENERAL TERMS, HOW WE HAVE HAD THE POTTY DIRECTOR POSITION OPEN FOR MORE THAN A YEAR, WE'VE INTERVIEWED, I'M GOING TO SAY DOZENS OF PEOPLE.

AND, AND, AND I THINK THE IMPORTANT THING TO NOTE FOR ALL OF OUR POSITIONS IS WE DON'T SETTLE.

WE WAIT UNTIL WE FIND THE PERSON THAT'S GOING TO COME IN AND, AND HELP US ACHIEVE THE GOLD STANDARD AND LEADING THAT POSITION.

AND FOR ME MEET THOSE CORE VALUES.

SO, UM, EARLIER THIS YEAR, THE COMMUNICATIONS DIRECTOR POSITION BECAME VACANT.

WE ADVERTISED FOR THAT POSITION, INTERVIEWED LOTS OF PEOPLE.

AND THEN RECENTLY WE WERE ABLE TO, UH, WARRANT THE OPPOSITION TO OUR INTERIM DIRECTOR.

WHO'S BEEN DOING A GREAT JOB AND WE'RE HAPPY TO HAVE HER ONBOARD.

AND WE'RE ON THAT SAME PATH WITH OUR PLANNING POSITION, WITH THE, THE OTHER TWO DIRECTOR POSITIONS THAT ARE CURRENTLY VACANT.

WE'RE REVIEWING THOSE POSITIONS, WE'RE LOOKING AT THE JOB DESCRIPTIONS AND DETERMINING HOW TO MOVE FORWARD WITH THOSE AND, AND MAKE SURE THAT, UM, THE POSITION DESCRIPTION WHILE WE WANT THAT WE'RE ABLE TO HAVE A PLAN TO RECRUIT, RECRUIT THE KIND OF TALENT THAT WE NEED AND WANT TO HAVE HERE IN KYLE.

AND THAT THE COMPENSATION IS FAIR AND WE'RE ABOUT READY TO POST THOSE POSITIONS.

SO I KNOW IT'S FRUSTRATING WHEN IT TAKES A LITTLE LONGER THAN WHAT YOU WOULD LIKE, BUT I THINK WE HAVE PRETTY GOOD TRACK RECORD OF HIRING QUALITY STAFF AND EMPLOYEES AND ESPECIALLY DEPARTMENT HEADS.

AND THAT'S OUR GOAL MOVING FORWARD.

ANYBODY HAVE ANY, I MEAN, YEAH, I FEEL LIKE I DON'T KNOW MUCH MORE NOW THAN I DID WHEN I CAME IN.

THAT'S NOT REASSURING TO ME.

UM, SO SOMETHING BASIC THAT I THOUGHT THAT THE CITY SHOULD AT LEAST DO IS TO PLACE, UH, THESE JOBS ONLINE ON THE CITY'S WEBSITE, UM, TO WE'VE KNOWN FOR 30 DAYS, AT LEAST SET THE LIBRARY DIRECTOR POSITION WAS OPENED.

UM, THE ECONOMIC DEVELOPMENT DIRECTOR POSITION HAS BEEN OPENED.

UM, I, THOSE ARE TWO POSITIONS THAT I EXPECT TO BE FILLED.

UM, THERE'S, THERE'S NO WAY THE CITY LIKE KYLE CAN GROW THE WAY IT DOES WITHOUT AN ECONOMIC DEVELOPMENT DIRECTOR.

UM, MY FEAR IS THE CHIEF BUILDING INSPECTORS ISN'T WE DON'T HAVE ONE, AND I DON'T KNOW IF THERE'S ANYBODY QUALIFIED TO APPROVE THESE BUILDINGS.

UH, ANOTHER CONCERN IS THE THIRD PARTY THAT WE WOULD HAVE TO HIRE TO MAKE UP FOR THAT.

UM, BECAUSE ESSENTIALLY WHAT I WANT TO SEE IN KYLE IS TO BE SELF-SUSTAINING WITHOUT 30 PART THIRD PARTY, UM, EMPLOYEES.

UM, AGAIN, I JUST HAVE A REAL FEAR THAT WE'RE GOING TO PUT A LOT OF STRESS ON STAFF.

IF WE CONTINUE TO GO DOWN THIS ROAD WITHOUT A SOLID PLAN.

AND TODAY I DID NOT HEAR A SOLID PLAN.

I'VE HEARD THE SAME THING THAT I HAVE HEARD FOR THE LAST, UH, YEAR.

UM, AND TH THAT DOESN'T MEAN FROM YOU BECAUSE LET'S BE HONEST, YOU HAVEN'T BEEN IN THIS POSITION FOR THAT LONG, BUT IT IS THE SAME, UM, SONG AND DANCE THAT WE COLLECTIVELY, AS COUNCIL HAVE HEARD.

IT BRINGS ME NO COMFORT TO HEAR, TO HEAR THE SAME THING.

AND, UM, I GUESS THAT'S ALL I HAVE TO SAY.

ANYBODY ELSE HAVE COMMENTS CUSTOMER TOBY'S YES.

UM, HOW AGGRESSIVELY ARE WE PUSHING THESE POSITIONS THAT HAVE BEEN OPEN FOR AWHILE? WHEN WE, WHEN WE SAY WE'VE BEEN INTERVIEWING FOR THESE JOBS AND SO FORTH, UH, DO WE JUST POST THEM ONLINE AND MAYBE KINDA HOPE SOMEBODY GOES TO CITY OF KYLE AND SEE IF WE'RE HIRING, OR DO WE ACTUALLY GO OUT AND DO A NATIONWIDE SEARCH FOR THESE POSITIONS OR STATEWIDE, UM, TO BE, UH, LOOKED AT, UH, I GUESS MY CONCERN IS MORE, MY, MY THOUGHT WOULD BE, IS LOOKING AT THIS IS HOW AGGRESSIVELY OR REALLY GOING AFTER, LIKE YOU SAY, THE BEST OF THE BEST AS AGGRESSIVELY AS WE CAN POSSIBLY BE.

IN ADDITION TO ON OUR WEBSITE AND ADVERTISING IN THE PAPER, WE USE JOB

BUT I THINK OUR BIGGEST ATTRACTION COMES WHEN WE ADVERTISE WITH PROFESSIONAL ASSOCIATIONS FOR WHATEVER THAT PARTICULAR POSITION IS FOR THE PLANNING DIRECTOR.

THERE WERE SEVERAL, UH, FEDERAL ORGANIZATIONS THAT PLANNING DIRECTORS TEND TO BELONG TO, AND ALL THOSE HAVE CAREER PORTIONS OF THEIR WEBSITE.

AND WE ADVERTISE ON THOSE, UH, SAME THING WITH THE, EVERY OTHER DEPARTMENT HEAD THAT WE HAVE.

THEY ALL HAVE PROFESSIONAL ASSOCIATIONS, WE DO JOB FAIRS.

AND IF, UM, WE CAN THINK OF ANYTHING ELSE WE PURSUE IT.

AND, UH, WE'RE ALWAYS OPEN FOR SUGGESTIONS ON HOW TO EXTEND THAT REACH.

OKAY.

SO TO BE FAIR, UH, WITH, WITH STAFF AND, AND YOU GUYS WERE LOOKING AT THEM, UM, DO YOU SEE A REAL CHANGE IN THE JOB MARKET FOR THESE TYPES OF POSITIONS TO WHERE YOU'RE NOT GETTING THE QUALIFIED PERSON, OR LET'S SAY THE, THE PEOPLE THAT ARE APPLYING, THEY SEE WHAT'S REQUIRED TO WORK HERE AT THE CITY, UM, IS IT NOT ATTRACTIVE TO THEM KNOWING THAT MAYBE THEY HAVE TO BE IN AN OFFICE SETTING VERSUS BEING VIRTUAL OR SOMETHING OF THAT NATURE? WHAT HAS SOME BEEN SOME OF THE FEEDBACKS FROM THE, UM, PEOPLE THAT YOU'VE INTERVIEWED AND MAYBE HAVE ACTUALLY EVEN GIVEN THE JOB OFFER TO AND THEY'VE TURNED DOWN WHAT WAS SOME OF THEIR RESPONSES? UH, I THINK OUR BIG, OUR BIGGEST CHALLENGE RIGHT NOW IS JUST THE JOB MARKET IN GENERAL.

WE'VE HAD, AND WE'VE MADE OFFERS THAN THEIR CURRENT EMPLOYER HAS, HAS COUNTERED WITH OFFERS THAT WE CAN'T, THAT WE CAN'T MATCH.

AND, AND WE'VE ALL PAID OFFERS AND THEY WERE LOOKING AT OTHER JOBS TOO.

WHAT SHOULD YOU EXPECT? SOMEBODY IN THE JOB MARKET? AND THEY GOT HIRED BY SOMEBODY ELSE.

SO WE HAVE TO, I THINK WE HAVE TO BE MORE NIMBLE AND NOW WE MAKE OUR OFFERS AND HOW WE, WE, UM, WE CONSIDER APPLICANTS THAT ARE QUALIFIED AND THAT ARE ATTRACTIVE TO US, BUT IT'S JUST A REALLY TOUGH JOB MARKET RIGHT NOW.

AND IT'S THE, IT'S THIS JOB SEEKERS MARKET TO PSYCH.

IF YOU'RE SELLING A HOUSE, IT'S A, IT'S A SELLER'S MARKET RIGHT NOW.

SO WE HAVE TO FIGURE OUT WAYS TO BE MORE NIMBLE, I THINK IS OUR BIGGEST CHALLENGE.

AND THAT'S THE, THAT'S THE POINT I'M TRYING TO MAKE I'M NOT TRYING TO COME DOWN ON THE CITY BY SAYING YOU GUYS ARE JUST PUTTING IT OUT THERE AGAIN.

I UNDERSTAND THAT THERE IS A TIGHT JOB MARKET OUT THERE, EVEN THOUGH PEOPLE SAY EVERYBODY'S HIRING, NOT EVERYBODY HAS THE SAME EXPERTISE AS WHAT WE'RE LOOKING FOR AS WELL.

SO THAT'S SOMETHING THAT WE NEED TO KEEP IN MIND THAT EVEN THOUGH THEY'RE APPLYING IN THE ST OKAY, WELL, WE'RE STILL WAITING FOR SOME PEOPLE TO COME IN.

IT'S JUST LIKE OUR POLICE DEPARTMENT, YOU KNOW, THEY ARE SO DESPERATELY TRYING TO GET APPLICANTS IN, BUT OTHER APPLICANTS ARE REALLY LOOKING AND SAYING, HOW CAN IT BENEFIT ME IF IT MEANS I CAN BE CLOSER TO HOME? THE PAY IS HIGHER.

THE ACCREDITATION'S THERE.

THEY'RE WILLING TO PAY MY ACCREDITATIONS.

THEY'RE WILLING TO PAY FOR MY UNIFORMS. CAUSE THERE'S SO STILL SOME AGENCIES TO WHERE YOU'VE STILL GOT TO PAY YOUR OWN GEAR, PAY FOR YOUR OWN GEAR AND YOUR OWN UNIFORMS. SO I THINK IT'S THOSE INCENTIVES THAT I THINK A LOT OF, UH, PEOPLE WHEN THEY'RE APPLYING FOR THESE POSITIONS ARE, ARE LOOKING AT SOME OF CREDIT.

I'M JUST TRYING TO BE, TO BE FAIR ON THAT END.

UH, MY GOAL HAS ALWAYS BEEN TO BUILD A BRIDGE WITH THE COMMUNICATION WITH STAFF AND IT DOESN'T MEAN POLITICALLY, RIGHT? WE DON'T WANT, WE DON'T WANT IT TO BUILD THOSE RELATIONSHIPS, BUT PRIOR TO WE'VE HAD VERY SHORT TO NO COMMUNICATION WITH STAFF.

AND I DON'T THINK THAT'S WORKING BECAUSE I DON'T KNOW ANYTHING ABOUT PUBLIC WORKS.

I DON'T KNOW ANYTHING ABOUT ENGINEERING.

AND IF I NEED TO REACH OUT TO ONE OF THOSE DIRECTORS, I DON'T WANT THEM TO FEEL SCARED TO SAY YES, LET'S MEET OR YES LET'S.

SO MY HOPE IS WITH THE CURRENT ACTING CITY MANAGER, YOU SEE THAT AND YOU HELP BUILD THESE BRIDGES INSTEAD OF TRYING TO PUT ROADBLOCKS IN THEM.

SO IT'S WHATEVER WE CAN DO ALSO TO TRY TO KEEP THE STAFF.

LET'S TALK ABOUT THAT.

WHAT DOES THAT LOOK LIKE? THAT'S WELL, I HAVE A, I HAVE A LOT OF FEEDBACK I WANT TO GIVE ON THOSE STATEMENTS THAT WERE JUST MADE, BUT I DON'T REALLY KNOW THAT NOW IS THE TIME.

I JUST WANT TO SAY THAT, UM, IN TERMS OF STAFF THAT WE WANT TO RETAIN RIGHT NOW, THE NUMBER ONE PRIORITY ON MY LIST IS THE CURRENT ACTING CITY MANAGER, UH, AS THE PERSON WHO I WANT TO RETAIN, I WANT HIM TO FEEL SUPPORTED BY THIS BODY AND, UM, THAT, UH, THAT, THAT HE HAS JUST A TON ON HIS

AND THERE'S NO ONE MORE QUALIFIED.

AND WHO HAS MORE EXPERIENCE HIRING DEPARTMENT HEADS AND LEADERSHIP IN THE CITY OF KYLE? UH, HE HAS MORE EXPERIENCE AND KNOWLEDGE IN THESE MATTERS THAN THIS.

THIS GUY HAS PUT TOGETHER TONS 10, UH, IN, IN, IN PARTICULAR, ON, AS IT RELATES TO, UH, THE PERSONNEL MATTERS IN THE CITY OF KYLE.

SO I JUST, THAT'S JUST, I WANT TO GIVE MY VOTE OF CONFIDENCE AND JERRY AND I HAVE HAD HAD ROUNDS THROUGH THE YEARS, BUT THAT'S JUST ME WANTING TO SAY WHAT I FEEL IS IMPORTANT TO SAY, UH, THAT I HAVE A LOT OF CONFIDENCE THAT YOU WILL FILL THOSE POSITIONS IN THE TIME THAT YOU THINK IS APPROPRIATE.

UH, NOT NECESSARILY IN THE TIME THAT I INDIVIDUALLY THINK, UH, IS APPROPRIATE BECAUSE I KNOW YOU'RE WEIGHING A LOT OF DIFFERENT FACTORS, UH, AND WHAT THE ACTING CITY MANAGER WOULD PROBABLY SAY IS THE BEST WAY FOR RETENTION IS, UH, INCENTIVE.

WE JUST HAD A, UH, UH, SITUATION WITH OUR POOL WHERE WE WERE NOT ABLE TO GET LIFEGUARDS.

UH, AND THE COUNCIL CAME TOGETHER AND SAID, HOW DO WE DO THAT? WE LOOKED AT THE LEADER, WE DIDN'T GO OUT AND TRY TO HIRE THE LIFEGUARDS OURSELVES.

ALTHOUGH WE WERE SUPPORTIVE OF THAT, I DID GO OUT AND TRY TO RECRUIT, I GUESS, A LITTLE BIT ON MY OWN, BUT THE MAIN WAY, UH, WAS THROUGH, UH, WE, WE GOT REAL COMPETITIVE.

IT MADE, IT MADE THE NEWS HOW COMPETITIVE THAT WE GOT IN THAT RECRUITMENT PROCESS.

AND IT MADE AN INSTANT IMPACT.

AND THE FEEDBACK WE JUST HEARD FROM THE CITY MANAGERS, THE JOB MARKET IS HARD, WHICH IS THE SAME THING AS THE POOL SITUATION.

IF WE WANT TO MAKE AN IMPACT, UH, LET'S GO AT THAT AS OPPOSED TO, UH, TRYING TO LOOK AT THE, UH, THE ACTING CITY MANAGER AND SAY, HEY, JUST DO A BETTER JOB.

WE HAVE THE POWER AS A LEGISLATIVE BODY TO IMPACT WAGES.

WE HAVE THE POWER AS A LEGISLATIVE BODY, UH, TO IMPACT BENEFITS.

WE HAVE, UH, UH, UH, AND THOSE ARE THE THINGS THAT WE SHOULD BE LOOKING AT.

IF THAT IS INDEED OUR GOAL TO BE A RESOURCE TO THE CURRENT CITY MANAGER, HE WOULD SAY, IF WE GAVE HIM EXTRA MONEY FOR EACH DEPARTMENT HEAD, HE COULD GET THAT DEPARTMENT HEAD HIRED FASTER.

SO THAT'S JUST MY GENERAL FEEDBACK.

UH, I DO NOT THINK THAT OUR DEPARTMENT HEADS, UH, ARE LEAVING BECAUSE THEY'RE NOT COMMUNICATING TO SEVEN COUNCIL MEMBERS INDIVIDUALLY ENOUGH.

UH, I, I DO NOT THINK THAT THAT IS THE CASE AT ALL.

UM, SO THAT'S MY FEEDBACK.

ANYONE ELSE FROM CUSTOMER PARSLEY JUST QUICKLY WANTED TO SAY, THANK YOU, JERRY.

SO, UM, WHATEVER WE CAN DO AS COUNCIL TO HELP IT'S, YOU KNOW, SOMETHING I WILL DO.

I SAW, I FOLLOWED THE CITY OF KYLE ON LINKEDIN AND I SAW THE POSTING AND RESHARED THAT IMMEDIATELY AND GOT A COUPLE OF LIKES.

SO IF THAT'S SOMETHING THAT'S WHAT IT TAKES, THEN JUST LET US HELP HOWEVER WE CAN.

ONE THING I DID LOVE WAS HIS KNOWLEDGE OF THE CITY.

I DID ENJOY HIS CONVERSATIONS WHEN WE HAD SOME CONVERSATIONS ABOUT DIFFERENT, UH, PROJECTS OR THINGS THE CITY WAS EXPERIENCED.

I DEFINITELY ENJOYED WORKING WITH HIM ON OUR TASK FORCE.

UH, THE KNOWLEDGE HE BROUGHT TO THE TASK FORCE WERE, WAS REALLY HELPFUL AND HIS LOVE FOR THE CITY AS WELL.

UM, YEAH, IT'S, IT'S DEFINITELY TOUGH.

I MEAN, I KNOW THAT THE JOB THAT WE DO HERE IS, IS NOT ALWAYS, YOU KNOW, UM, WELCOME SOMETIMES IT'S, UH, SOMETIMES EVEN, UH, WE WERE LOOKED DOWN ON, YOU KNOW, IT'S A TOUGH JOB.

IT'S NOT THE EASIEST JOB IN THE WORLD WHEN YOU'RE GIVING OF YOUR TIME.

UH, I KNOW THERE'S PEOPLE THAT WANT TO CRITIQUE MONDAY, MONDAY, MONDAY MORNING QUARTERBACK, AND ALL KINDS OF OTHER THINGS, BUT REALLY THIS IS JUST A JOB.

IT'S A JAVA SERVICE.

IF YOU'RE IN THIS, DOING THIS JOB, IT'S BECAUSE YOU WANT TO HELP THE RESIDENTS OF KYLE.

SO BECAUSE YOU CARE ABOUT THE CITY YOU GROW, YOU'RE IN IT'S BECAUSE YOU WANT TO MAKE A DIFFERENCE.

UM, ALL I CAN SAY IS THAT I WISH YOU THE BEST.

YEAH, I'VE UH, UH, THE ONE UP HERE WHO HAD THE PRIVILEGE OF SERVING MEETING FIRST MEETING COUNCIL MEMBER ELLISON WHEN HE WAS ON THE PLANNING AND ZONING COMMITTEE, THAT WHEN HE SAT, ACTUALLY, I BELIEVE IN THAT EXACT SAME CHAIR THAT HE'S BEEN SITTING IN FOR THE LAST, UH, FOUR AND A HALF YEARS.

UH, AND THEN, UH, FROM THEN, UH, I REMEMBER HE WAS ONE OF THE VERY FIRST PEOPLE THAT I MET WHEN I DECIDED I WANTED TO RUN FOR CITY COUNCIL BACK IN 2016, HE WAS ALREADY SERVING ALREADY HAVING GRADUATED FROM, UH, UH, JERRY'S LEADERSHIP ACADEMY AND GETTING ACTIVELY ENGAGED IN, UH, UH, WITH THE POLICE DEPARTMENT, HAVING JUST A LOT OF VISION AND DESIRE TO SEE OUR POLICE DEPARTMENT BE THE BEST THAT IT COULD BE, BUT ALSO CARING ABOUT OUR PLANNING, UH, BEING ELECTED AS CHAIR OF PLANNING AND ZONING, AND THEN EVENTUALLY RUNNING FOR COUNCIL.

AND DURING THAT TIME THAT HE RAN FOR COUNCIL, UH, HAVING TO REALLY EARN IT, YOU KNOW, THE FIRST TIME HE DIDN'T MAKE IT.

AND THEN, AND THEN, AND THEN EVENTUALLY HE DID.

UH, AND THAT JUST, UM, YOU KNOW, THAT, THAT MAKES YOU TOUGH.

IT ALSO MAKES YOU CARE DEEPLY.

I'M NOT SURE THAT THERE'S ANYONE I'VE SERVED WITH WHO I WOULD SAY, UH, CARED MORE, UH, AND MORE PASSIONATELY AND DEEPLY THAN HIM.

CERTAINLY, UH, SEVERAL, UH, FOLKS WHO I WOULD SAY CARED, YOU KNOW, JUST AS MUCH, BUT COUNCILOR, ELLISON JUST EXUDED, UH, CARE FOR THE RESIDENTS.

UH, AND FOR THE THINGS THAT HE WAS PASSIONATE ABOUT, THERE WAS NOT AN EMAIL THAT HE WOULDN'T RESPOND TO, NOT A REQUEST FOR A MEETING THAT HE WOULDN'T TAKE A, NOT A SACRIFICE THAT HE WOULDN'T MAKE FOR, UH, IN ORDER TO SERVE WELL, IT, UH, HIS SERVICE TO THIS COMMUNITY WAS HIS NUMBER ONE PRIORITY AS FAR AS I COULD TELL FOR YEARS.

AND THAT CAME AT A, THAT CAME AT A COST.

UM, UH, I ALSO, YOU KNOW, HIM AND I DIDN'T AGREE ON ALL THINGS, ALTHOUGH WE DID SHARE MANY VIEWS AS TO THE DIRECTION OF THE CITY, UH, HE, OVER FOUR AND A HALF YEARS, HE, HE WAS A PART OF MANY PROJECTS, UH, FROM BEGINNING TO END.

UH, AND, UH, YOU KNOW, AS I THINK THIS BODY CAN ATTEST, IT'S HARD TO BE UP HERE LONG ENOUGH TO SEE BIG PROJECTS THROUGH, FROM CONCEPTION TO COMPLETION.

AND COUNCILOR ELLISON HAS BEEN A PART OF MANY, UH, BIG PROJECTS FROM THE BEGINNING, UH, ALL THE WAY TO THE END.

AND HE, HE SHOULD BE COMMENDED, UH, FOR ALL OF HIS WORK, UH, IN THE CITY.

AND I KNOW HE WAS LOVED AND BELOVED BY MANY,

UH, HE HAD RELATIONSHIPS, UH, ACROSS MANY DIFFERENT, UH, SECTIONS OF THIS COMMUNITY.

UH, SOME, SOME OF THOSE SECTIONS THAT THE, YOU DON'T SEE HERE, UH, AT CITY HALL, THEY'RE NOT KNOW FOLKS THAT AREN'T REGULARS AT CITY HALL, PEOPLE THAT AREN'T NECESSARILY TRYING TO COME IN AND, AND, UH, INFLUENCE THIS BODY, BUT RATHER JUST REGULAR CITIZENS.

UH, HE, HE CARED ABOUT THOSE FOLKS.

I THINK MAYBE, UH, AS MUCH OR MORE THAN ANYONE, UH, YOU KNOW, HE JUST, UH, UH, REALLY DID SERVE, UM, UH, IN, IN THAT WAY.

SO, UM, I, I TOO WILL MISS HIM.

I HAVE MANY, MANY MEMORIES WITH COUNCIL MEMBER ELLISON THAT WE MADE TOGETHER WORKING THROUGH AND DEALING, UH, WITH CHALLENGES AND ISSUES, PANDEMIC, UH, YOU KNOW, SNOWPOCALYPSE, HOW TO GET THE POLICE, A PUBLIC SAFETY CENTER.

UH, HE WAS THERE FROM THE VERY BEGINNING, UH, ON THAT, AND THAT WAS, THAT WAS NOT AN EASY TASK.

SO I, HIS INVOLVEMENT ON THAT PROJECT AS WELL, I THINK, UH, WILL BE A LEGACY FOR HIM.

AND THEN ALSO SOME OF THOSE PERSONAL PROJECTS AS HAS BEEN MENTIONED, THE DIALOGUES FOR PEACE AND PROGRESS, SOMETHING THAT HE, UH, STARTED, UH, SEVERAL YEARS AGO AND GAVE A LOT OF EFFORT AND ENERGY TO, UH, PUTTING FORWARD.

UH, AND IT WOULD BE SAD, I THINK, UH, UH, IF THOSE, UH, IF THOSE EVENTS, UH, DID NOT CONTINUE, I THINK HE WOULD FEEL HONORED IF THEY DID.

UM, SO THOSE ARE MY THOUGHTS AS WELL.

UH, HE'LL UH, CUSTOMER NELSON WILL RECEIVE, UM, THE, SOME, UH, GOING AWAY GIFTS AND, AND, UH, STATE, UH, FROM STAFF.

UM, SO I REALLY, REALLY APPRECIATE WHAT HE TAUGHT ME COMING TO COUNCIL.

AND I'VE BEEN HERE JUST FOR EIGHT MONTHS, NOT JUST EIGHT, BUT, UM, ONE OF OUR LAST CONVERSATION WAS BASED ON GIVING GRACE.

AND AFTER THAT CONVERSATION IS SOMETHING THAT BECAME REALLY IMPORTANT FOR ME IS TO MAKE SURE THAT WE'RE GIVING GRACE TO EACH OTHER, UM, IN THE DIOCESE WITH THE RESIDENTS AND THE WAY THAT, YOU KNOW, WE, WE ARE CONDUCTING OURSELVES IN OUR EVERYDAY LIVES.
